Canadian Semen Import Regulatory Change

Minor Change in US-origin Equine Semen Canadian Import Protocol -Possible Delay Causer?

CFIA today announced a change in the import protocol for semenoriginating from other countries including the USA. Following therestrictions implemented as a result of the CEM outbreak in the USA,equine semen – both cooled and frozen – from that country has beensubject to inspection and additional paperwork requirements at the timeof import. The inspection has been performed by Canada Border ServicesAgency (“CBSA” – formerly “Canada Customs”). The following statement wasissued today by CFIA Airs (Canadian Food Inspection Agency AutomatedImport Reference System):

  1. Chapter 05 was published to add the recommendation “Refer to CFIA -Veterinary inspection” for frozen semen from various countries. 05.11.10.1290 Frozen bovine semen05.11.99.1293 Animal semen (other than bovine) – frozen
  2. Chapter 05 was published to add the recommendation “Refer to CFIA -Veterinary inspection” for fresh horse semen from the United States.

This indicates that instead of the semen and associated paperwork beinginspected by a regular customs agent, it will have to be referred to the CFIA veterinary inspection agent. It is unclear at this time if this isgoing to cause additional potential for delays or other problems.*05/19/10*

Import Suspension for Horses from Texas

The Breeds & Industry Division of Equine Canada would like to inform all stakeholders that due to the outbreak of equine piroplasmosis in the state of Texas, the Canadian Food Inspection Agency (CFIA) has asked the United States Department of Agriculture (USDA) to suspend the issuance or endorsement of export certificates for horses and other equines originating from the state of Texas.

The imposed restrictions on the import of equidae into Canada from Texas are effective immediately. The CFIA has confirmed that the import restriction only applies to live horse, donkey or mule imports and not to equine semen or equine embryo imports. Continue Reading »

Import Restrictions Reduced for Horses from Texas and New Mexico Entering Canada due to Vesicular Stomatitis

Ottawa, ON—Equine Canada’s Breeds & Industry Division and Health & Welfare Committee would like to inform all stakeholders that the Canadian Food Inspection Agency (CFIA) has eliminated import restrictions for horses from Texas and reduced import restriction for horses New Mexico that are entering Canada as a result of additional information it received from the United States Department of Agriculture (USDA) regarding the recent cases of vesicular stomatitis (VS) reported in these states. Import Restrictions for Horses from New Mexico Entering Canada due to Vesicular Stomatitis

Ottawa, ON—The Breeds & Industry Division of Equine Canada would like to inform all stakeholders that due to the reported finding of one horse infected with vesicular stomatitis (VS) in New Mexico, US, the Canadian Food Inspection Agency (CFIA) has asked the United States Department of Agriculture (USDA) to suspend the issuance or endorsement of export certificates for horses and other equines originating from the state of New Mexico.
